Biographies

City Manager Scott Butler

"Scott brings tremendous experience to his new position, having worked with several City departments, City Council, and numerous agencies at the local, state and federal levels of government," said City Manager Chris Brady. "Scott brings a unique set of skills and I am confident he will excel as Assistant City Manager. I look forward to seeing him develop professionally in this new role."

As Assistant City Manager, Mr. Butler will oversee several departments including Police, Fire and Medical, Municipal Court, the offices of Mayor and City Council, Transportation, Transit, Falcon Field and Public Information. He will also oversee state and federal affairs and initiatives involving grants.

Prior to joining Mesa, Scott served in various local, state and federal levels government roles. He was a policy advisor for the Georgia House of Representatives Judiciary Committee and a media/elected official outreach liaison for the White House Office of Scheduling and Advance. He also served as Senior Policy Advisor to the Georgia Secretary of State, where he helped lead the department's efforts to implement the first statewide electronic voting system in the nation.

Councilmember Julie Spilsbury District 2 

Central & Southcentral Mesa Elected to the Mesa City Council in August 2020, Julie Spilsbury began her first term in January 2021 and was re-elected in November 2024 for a term until 2029. She attended Mesa Public Schools and has been active in local schools for over 20 years. Julie and her husband Jeremy ran a tree care company for over 20 years. They have lived in District 2 for nearly 27 years and have six children. She attended Brigham Young University.

Councilmember Jenn Duff District 4

Downtown & South of Downtown Mesa Elected to the Mesa City Council in November 2018, Jenn Duff began her first term in January 2019 and served as Vice Mayor from January 2021 to January 2023. She was re-elected in November 2022 for a term until January 2027. Duff is a Mesa native with British roots and has been active in the community. She is President and Owner of Jef International, Inc., an import/export trading business specializing in sport fishing tackle. Duff is a graduate of Mesa High and earned her AA degree in Fashion Merchandising from Mesa Community College.
