About Supervisor Thomas Galvin

Supervisor Thomas Galvin represents District 2 on the Board of Supervisors. His top priority is protecting the Maricopa County taxpayer by being a fiscally responsible steward of the County’s financial resources. As a Supervisor, his focus areas include public safety, economic development, housing, and infrastructure. Galvin was elected to the Board in November 2022 and re-elected in November 2024. He served as Board Chairman in 2025.

Galvin has identified one guiding principle while working as a Supervisor: "Protect the Maricopa County Taxpayer." His issues of interest include supporting our police and law enforcement officers, fighting violent crime, keeping taxes low, and promoting economic development.

About Deputy Chief Jesse Spurgin

Deputy Chief Jesse Spurgin has been with the Maricopa County Sheriff’s Office for approximately twenty-two years; he is currently the Region III Deputy Chief. His previous assignments include Commander of the Fourth Avenue Jail; Special Response Team; Training Division; Court Operations; Court Security; Transportation Division; Shift Commander at Central Intake; and Administrative Commander at the Professional Standards Bureau. Chief Spurgin has also worked at Estrella Jail and Durango Jail and was assigned as a Public Information Officer with the Media Relations Unit.  

Chief Spurgin has an Associate Degree in Law Enforcement Technology from Rio Salado College, a bachelor’s degree in organizational communication from Arizona State University, and a master’s degree in educational leadership from Northern Arizona University. Chief Spurgin is a Certified Jail Manager through the American Jail Association and a Certified Corrections Executive through the American Correctional Association. Chief Spurgin has been an Adjunct Faculty member at Mesa Community College and Rio Salado College. Before his work in law enforcement, he served in the United States Army.
